A Biodiversity Development Assessment Report (BDAR) is one of the most important ecological documents you may need for your development project in New South Wales. Prepared by accredited assessors using the Biodiversity Assessment Method (BAM), a BDAR assesses the biodiversity impacts of a proposed development and calculates the biodiversity credits required to offset those impacts under the NSW Biodiversity Offsets Scheme.

Why Choose Ecological Solutions for Your BDAR?

At Ecological Solutions, our accredited assessors have extensive experience preparing BDARs for projects across Greater Sydney, the Central Coast, Hunter Region, Illawarra, South Coast, and regional NSW. We understand the technical complexities of the BAM and the practical realities of delivering projects on time and on budget. Our BDARs are prepared to the highest technical standard, providing the accuracy and defensibility that consent authorities require.

When Is a BDAR Required?

A BDAR is required when your project triggers the Biodiversity Offsets Scheme. This occurs when the area of native vegetation to be cleared exceeds the BOS threshold, when your site falls on the Biodiversity Values Map, when the Five-Part Test of Significance determines a likely significant impact on threatened species, or when you voluntarily opt into the scheme. Understanding these triggers early is critical for project planning. For SSD and SSI projects that don't meet thresholds but still require a BDAR, see our guide to the BDAR Waiver.

Our BDAR Process

Our BDAR process begins with a thorough desktop assessment to understand the ecological context of your site, including threatened species records, vegetation mapping, and the Biodiversity Values Map. We then conduct detailed field surveys, including vegetation surveys to identify Plant Community Types (PCTs), targeted threatened species surveys where required, and habitat assessments. All data is entered into the BAM Calculator to generate the biodiversity credit obligation. Throughout the process, we maintain clear communication with you about findings, potential issues, and the likely offset requirements, so there are no surprises.

BDAR for All Project Types

We prepare BDARs for a wide range of projects including residential subdivisions, commercial and industrial developments, infrastructure projects, mining and extractive industries, and government works. No matter the scale or complexity of your project, our team has the experience to deliver a BDAR that meets all regulatory requirements and supports your approval.

Offset Strategy Advice

Beyond preparing the BDAR itself, we provide strategic advice on meeting your offset obligation. We can help you evaluate whether to purchase credits on the open market, pay into the Biodiversity Conservation Fund, or establish your own offset site through a Biodiversity Stewardship Agreement. Our goal is to find the most cost-effective and practical solution for your project. Where appropriate, we can also pair the BDAR with a Biodiversity Management Plan for long-term site management.

Service Areas

We provide BDAR services across all of NSW, including Greater Sydney (Hawkesbury, Northern Beaches, Blue Mountains), Central Coast, Hunter Valley (Newcastle, Lake Macquarie), Illawarra, Shoalhaven, South Coast, Central West, New England, and the North Coast. Our team is fully equipped to manage projects in both urban and regional settings.
