When Is a BMP Required?
A Biodiversity Management Plan is commonly required as a condition of development consent for projects that have significant interactions with biodiversity values. This includes large residential subdivisions with retained habitat areas, commercial and industrial developments adjacent to or containing native vegetation, infrastructure projects that require ongoing ecological management, mining operations with progressive rehabilitation and biodiversity offset obligations, and projects subject to Species Impact Statements or BDARs where long-term management commitments are required. Consent authorities, including local councils and the NSW Department of Planning, Housing and Infrastructure, regularly impose BMP conditions to ensure that ecological values are managed throughout the construction and operational phases of a project.
What Does a BMP Include?

A typical BMP includes a detailed description of the site's biodiversity values, including vegetation communities, threatened species, and habitat features.
