The Hills Shire is one of Sydney's fastest-growing local government areas, with major release zones across the North West Growth Area driving sustained demand for ecological assessment. From greenfield subdivisions in Box Hill to infill development across Castle Hill, Baulkham Hills, Kellyville and Rouse Hill, almost every project that involves vegetation clearing, tree removal or works near bushland triggers an ecological assessment requirement under NSW planning law. Understanding what is required — and engaging an experienced ecological consultant early — is critical to keeping your Development Application moving.

Ecological Solutions provides expert ecological consulting services across The Hills Shire. We help developers, builders, councils and landholders navigate the assessment requirements of The Hills Shire Council, the NSW Biodiversity Conservation Act 2016 and the Koala SEPP, delivering practical, approval-ready reports that meet both local and state requirements.

Our Ecological Services in The Hills Shire

We provide Flora and Fauna Assessments for Development Applications, Biodiversity Development Assessment Reports (BDARs) prepared by accredited assessors, Ecological Constraints Assessments for early-stage feasibility and due diligence, Vegetation Management Plans and Biodiversity Management Plans, threatened ecological community surveys, koala habitat assessments under the Koala SEPP, pre-clearing surveys and project ecologist services, and Reviews of Environmental Factors for public authority works.

The Ecological Landscape of The Hills Shire

The Hills Shire spans a transitional landscape between the Cumberland Plain in the south and the Hawkesbury sandstone country in the north. The southern and central parts of the LGA — including suburbs such as Bella Vista, Castle Hill, Kellyville and Rouse Hill — sit within the Cumberland Plain bioregion and contain remnants of Cumberland Plain Woodland and Shale Sandstone Transition Forest, both listed as Critically Endangered Ecological Communities under the NSW Biodiversity Conservation Act 2016 and the federal EPBC Act. Pockets of Blue Gum High Forest also persist on the higher-rainfall shale soils.

Moving north toward Annangrove, Maraylya, Glenorie and Wisemans Ferry, the landscape shifts to sandstone country, with extensive bushland connecting to the Hawkesbury River corridor and the southern reaches of the Hornsby Plateau. These areas support vegetation communities such as Sydney Sandstone Gully Forest and Sandstone Ridgetop Woodland, and provide habitat for threatened fauna including the Powerful Owl, Greater Glider and Eastern Pygmy-possum. Several northern parts of the Shire also fall within potential koala habitat under the Koala SEPP 2020. For a closer look at neighbouring sandstone-country planning, see our guide to ecological consulting in the Hawkesbury.

The Hills Shire Planning Requirements for Ecological Assessment

The Hills Local Environmental Plan 2019 includes biodiversity, riparian and vegetation overlays that trigger ecological assessment for many development types. The Council's Development Control Plan reinforces these requirements, particularly for development in environmentally sensitive zones, near watercourses, or involving the clearing of native vegetation. Where a project exceeds the area or quality threshold under the Biodiversity Offsets Scheme — or maps onto the Biodiversity Values Map — a BDAR will likely be required in addition to the standard ecological report.

For projects in the North West Growth Area, the Growth Centres SEPP and associated precinct plans add a further layer of biodiversity certification, with some areas already strategically assessed and others requiring project-specific assessment. Engaging an ecologist before lodgement helps you understand which assessment pathway applies, identify whether Critically Endangered Ecological Communities are present on site, and avoid costly rework or DA delays.
